For an Indian valve or fitting manufacturer, the difference between selling to dealers and supplying IOCL, GAIL, NTPC or the Railways is empanelment — being on the right approved-vendor list before the tender drops. Each institution runs its own registration machinery, with its own portal, assessment and documentation culture. This guide maps the landscape a manufacturer must navigate, and what each path realistically takes.
GeM — the universal front door
The Government e-Marketplace (GeM) is mandatory territory: central ministries, PSUs and many state bodies route routine procurement through it. Basic seller registration — GSTIN, PAN, bank account, Udyam registration where applicable — is straightforward and fast. The tier that matters for manufacturers is OEM status and Vendor Assessment: a paid assessment conducted through GeM's designated assessment agencies validating your manufacturing capability, quality systems and product claims. OEM-verified sellers can list products under their own brand, control resellers, and qualify for tenders restricted to manufacturers.
- Get right first: product category mapping (valves and fittings sit in specific GeM categories — wrong mapping means invisible listings), specification completeness, and consistency between GST records, Udyam data and factory address.
- Typical timeline: basic registration in days; OEM/vendor assessment in weeks depending on document readiness and assessment scheduling.
EIL, PDIL, MECON — the consultant enlistments
Refinery, fertilizer and metallurgical projects are engineered by consultants — Engineers India Ltd (EIL), Projects & Development India Ltd (PDIL), MECON — whose approved-vendor lists feed directly into project procurement. EIL enlistment is the most consequential for valve makers: applications go through EIL's vendor-enlistment portal with detailed capability data, followed by document scrutiny and typically a works assessment — plant, machinery, testing facilities, quality systems, past supply record.
- Enlistment is per product category and size/class range — an approval for forged valves to 2" does not cover cast valves to 24". Scope must be applied for deliberately.
- Expect scrutiny of type-test reports, in-house testing infrastructure (hydro benches, NDT), and executed-order documentation for comparable products.
- Typical timeline: several months from application to approval, driven mostly by how complete the technical dossier is at first submission.
RDSO / UVAM — the railway route
Supply of controlled items to Indian Railways runs through RDSO (Research Designs & Standards Organisation) vendor approval, now administered digitally through the UVAM (Unified Vendor Approval Module) on the IREPS ecosystem. The scheme is item-specific: you register against particular RDSO specifications, undergo capability assessment including works inspection, and progress through the developmental-vendor route toward regular-vendor status as supplies perform.
- Non-controlled items can be sold to zonal railways and workshops through IREPS tendering without RDSO approval — a faster on-ramp while approval matures.
- Quality Assurance documentation to the specific RDSO spec, not generic ISO paperwork, decides assessment outcomes.
BHEL and private-sector AVLs
BHEL maintains its own supplier registration per manufacturing unit and product group, with technical evaluation and works assessment — relevant to valve makers supplying power-plant packages. Beyond the public sector, large private EPCs and plant owners maintain approved vendor lists (AVLs) with similar mechanics: capability dossier, audit, trial order. The dossier you build for EIL substantially reuses for these.

The single most common cause of delay is inconsistency — a factory address that differs between GST and Udyam records, a machinery list that does not support the claimed size range, financials that lag a year. Assessors compare documents across sources; discrepancies trigger queries, and each query cycle costs weeks.
A realistic sequencing strategy
- Phase 1 — immediate: GeM basic registration and IREPS access; start selling non-controlled items while bigger approvals mature.
- Phase 2 — parallel: GeM OEM/vendor assessment and the first consultant enlistment (usually EIL) — the dossier work overlaps heavily.
- Phase 3 — targeted: RDSO/UVAM for specific railway items, BHEL units, private AVLs — chosen from where your product genuinely fits, not scattershot.
